The social and economic crisis has worsened, with the working class and the people as a whole suffering its consequences. It is not the crisis of a model, nor does it admit, as a result, superficial solutions attempting to humanize capitalism. This is a general crisis of the capitalist system of domination expressed in the policies carried out by the Duhalde government, which is tottering because it is unable to renew any consensus over how these policies should be put into practice.

Duhalde’s government has attempted to survive by assassinating piqueteros (picketeers) and has dug its own grave. The repressive turn destined to "clean the highways and streets" ended not only in political defeat but also in the bringing forward of the elections as a maneuver for the survival of a washed-up government. The reaction of the masses of the Popular Assemblies on June 27th to the call – on the same afternoon as the massacre of Puente Pueyrredón – by piquetero organizations that were the protagonists on the national day of the 26th, the reaction of the students and workers, afterwards extended in the great political mobilizations of July 3rd and 9th, defined the Argentine political process towards a new ascent in the struggles of the working class and people in Argentina. Struggles of the working class and people that the government has not been able to abort in spite of the provocations mounted by the forces of repression on the Pueyrredón Bridge which cost the lives of our brothers Maximiliano Kostequi and Dario Santillan, certifying the reappearance of state terrorism, which is how the attack on Estela Carlotto, the boys thrown into the [River] Riachuelo, the eviction on Ayacucho Street, the persecutions, detentions and disappearances of the brothers and sisters in Jujuy, all have to be qualified.

The occupation and production under workers’ control in factories and companies bankrupted by the capitalists has been reinforced with new occupations, like that of Perfil (publishing and printing), that of the miners of Río Turbio, faced with the collapse of the privatizing concessionaire, that of the occupation and demand for expropriation and placing under workers’ control of Grissinópoli (bakery), of Chilavert, which have consolidated the process of Zanón, Brukman, the Junín Clinic of Córdoba, the Tigre Supermarkets in Rosario, and the experience of workers’ control of accounts at Transporte del Oeste (Transport).

The teachers’ struggle has been enormous, with the occupation of the School Boards in La Plata, Berisso and Ensenada, with the encampments and occupation of schools, with the huge mobilizations of the teachers’ union in struggle for the defense of the Teachers’ Statute, just as Perfil did for the Journalists’ Statute. And this battle against labor flexibilization opened a new chapter with the approval in the Legislature of the City of Buenos Aires of the six-hour workday for subway workers, the result of a colossal workers’ mobilization of the 1,600 brothers and sisters of Metrovías, sanctioning an initial sharing out of work-hours, paving the way for genuinely new jobs, the stategic demand of our movement for the unity of the employed and unemployed in the working class.

New anti-bureaucratic and class struggle slates are being organized in Railway Signalmen and in the UEPC (teachers of Cordoba) unions, reinforcing the process of expulsion of the bureaucracy led by the ceramists of Neuquén and the SOIP at the head of 7,000 workers of the fishing industry in Mar del Plata. Shop floor committees are being won back.

The Popular Assemblies defend the factory occupations, and themselves occupy sites and public spaces for the struggle of the people. Also supported by them, renters and land and building squatters and occupiers have led extraordinary pickets and mobilizations for land and housing. The scrap cardboard and paper collectors erect roadblocks and the railway workers, with the same piquetero method, have stopped lay-offs at Interactiva, a subsidiary of Metropolitano.
The organizations participating here have opposed the [officialist] councils of crisis and reconciliation, source of cronyism, of corruption and of capitalist business deals. The heads of households plan created in order to sweep away the combative piquetera organizations have failed in their attempt; we have widened the struggle to extend it to youth and adults alike, and to duplicate the amount awarded. We have given no truce, we have deepened our struggle and as part of it we attended the National Encampment called by the Bloque Piquetero Nacional (National Picketeer Bloc), the MIJD (Independent Movement of Pensioners and the Unemployed – Movimiento Independiente de Jubilados y Desempleados) and Barrios de Pie (Neighborhoods on their Feet), giving continuity to the plan of struggle and aiming directly at "All of them have got to go." We have again welded the alliance between the workers and the Popular Assemblies on August 7th-8th, transforming the anti-imperialist days of struggle against O’Neill in an effective struggle to finish off Duhalde now, far from the mere repudiation of the political and union center-left, gaining control of the plaza (public square) of political power for the people against the operative of thousands of police, and doing it in unison with almost thirty plazas all over the country.

The absence of the political and trade union center-left in the popular struggles has accentuated the collapse of the phony proposal of the fly-by-night “citizens’ space.”

We repudiate the electoral trap that proposes that Duhalde goes and that they all stay, and we place no confidence in those who put forward that the social crisis can be resolved with a change of government and the renewal of all electoral posts in order to change the legislative composition.

The trade union bureaucracy of the trade union confederations has been the fundamental support for a pro-IMF and anti-working class government, so the piquetero struggle has entered the trade unions and has spread among all the popular, exploited classes.

As we have resolved in the recent Conference of Plants and Factories Occupied and in Struggle (Encuentro de Empresas Ocupadas y en Lucha), we are marching towards workers’ control, unity among employed and unemployed workers, promoting a national active work stoppage and active general strike with roadblocks and occupation of the workplaces and public spaces so that All of them Have Got To Go. This point has been reinforced by the triumphs of the Lavalán Cooperative together with the piquetero organizations of Avellaneda, and that of the workers of Parmalat over the bosses.
This vast process finds its expression in uprisings led by the workers and piqueteros against the surrendering provincial political powers in San Juan, in Tucuman, in Entre Rios and in Cordoba against Kammerath. These political crises emerge in the context of the siege laid by the people against Duhalde and all of the completely bogged down political regime.

Without an accord with the IMF, which expects to auction off the [lands of the] humid pampas and the public banking system, and carry out the definitive confiscation of the savings accounts, a major wave of rate hikes in favor of the privatized [companies] and more lay-offs and more structural adjustment. Without being able to control the permanent emission of fake banknotes, aggravating day by day the productive depression and terrible levels of unemployment which never stop rising. Struck by the explosion of the PJ (Peronist) primaries and by the escalation in corruption and mafias among the Buenos Aires Police. It wishes to modernize this repressive apparatus in order to confront the popular rebellion, but it is itself attacked by that rebellion, as in the town mobilization of El Jagüel or the peoples’ mobilization in Bajo Flores and Floresta, among so many others. This obliges us to generate in the organizations of struggle mechanisms of self-defense and dual power of the masses in order to stop the repressive advance against the people.

In this picture, the mere demand for the renovation of electoral posts reinforces the electoral campaign for a change-over within the system of the widows of the Alianza (Alliance, was the party of deposed former President De la Rúa) and the PJ (Peronists), offering in the face of the emergency a solution in favor of the regime itself and of the IMF. The National Assembly of Employed and Unemployed Workers aims for another 19th-20th to finish the work started last December. To smash the political and social regime, to pave the way for a working class solution to the crisis, to smash and dismantle the repressive apparatus and to free Raúl Castells and all our prisoners and those facing criminal charges. For the punishment of the material, intellectual and political authors responsible for our dead and wounded. To increase wages and work-plans and put an end to labor flexibilization; to share out the work hours, to nationalize the banking system and the strategic conglomerates and resources of the economy under the control of the workers; to put in place under workers control the 1,200 bankrupt companies and all of those who close their doors or lay-off workers; for massive programs of public works, public health and education.
This assembly defends the international unity of the working class and with the peoples that suffer imperialist aggression the world over. On the eve of a new invasion of Iraq, we condemn it and declare our solidarity with its people. In our own Latin America we declare solidarity with the peoples of Cuba, Venezuela and Colombia. We re-affirm our commitment with the Palestinian intifada and with the struggle of all the oppressed peoples of the world.

Our struggle is the struggle for power. We propose that a Congress of Popular Assemblies and Piqueteros, of combative trade unions, of factories in struggle, of organizations of students and of the people, lay the foundation for a new popular political power, clearing the way for an anti-capitalist and anti-imperialist working class solution to the crisis, defeating the electoral trap of Duhalde and the IMF with another Argentinazo (popular rebellion).

We call on the rank-and-file of the CTA and the CCC, the piquetero organizations and trade unions whose leaderships participate in the truce, to join us in promoting the active general strike on the road to a workers’ and peoples’ government.

La crisis social y económica se ha profundizado siendo la clase trabajadora y el conjunto del pueblo los que sufren sus consecuencias.No es una crisis de modelo ni admite entonces soluciones superficiales que intenten humanizar el capitalismo.Esta es una crisis general del sistema capitalista de dominacion que se expresa en la politica llevada adelante por el gobierno de Duhalde, la cual tambalea porque no puede renovar consenso para su aplicación.
El gobierno de Duhalde intento sobrevivir asesinando piqueteros y se cavo supropia fosa. El giro represivo destinado a “limpiar las rutas y las calles ” terminono solo con las derota politica sino con el adelantamiento electoral como maniobrade sobrevivencia de un gobierno acabado . La reaccion de masas de las asamblleaspopulares el 27 de junio ante la convocatoria- en la tarde misma de la masacredel puente Pueyredon- por parte de las organizacioines piqueteras que protagonizamosla jornada nacional del 26, la reaccion de los estudiantes y trabajadores despuesprolongada en las grandes movilizaciones politicas del 3 y 9 de julio definieronel proceso politico argentino hacia un nuevo ascenso de las luchas obreras ypopulares en la Argentina . Luchas obreras y populares que el gobierno no hapodido abortar a pesar de las provocaciones montadas por las fuerzas represivasen el puente Pueyredon y que costara la vida de nuestros compañeros MaximilianoKostequi y Dario Santillan, certificando la reaparición del terrorismode estado donde hay que inscribir el atentado a Estela Carlotto, los chicos tiradosal Riachuelo, el desalojo de la calle Ayacucho, las persecuciones, detencionesy desapariciones de los compañeros en Jujuy.

Se ha reforzado la ocupación y puesta bajo control obrero de fábricasy empresas quebradas por los capitalistas con nuevas ocupaciones como Perfil,con la lucha de los mineros de Río Turbio ante el derumbe de las concesionesprivatistas, con la ocupación y reclamo de expropiación y puestabajo control obrero de Grissinópolis, de Chilavert, que vinieron a consolidarel proceso de Zanón, Bruckman, Clínica Junín de Córdobao Supermercados Tigre en Rosario. O la experiencia de control obrero de cuentasde Transportes del Oeste.

La lucha docente ha sido enorme con la ocupación de consejos escolaresen La Plata, Berisso y Ensenada, con los acampes y ocupaciones de escuelas, conlas grandes movilizaciones del gremio docente en lucha por la defensa de su estatutocomo Perfil lo hizo con el estatuto del periodista. Y esta batalla contra laflexibilidad laboral abre un nuevo capítulo con la aprobación delas seis horas en la legislatura de Buenos Aires para subtes como resultado deuna colosal movilización obrera de 1600 compañeros de Metrovías,sancionando un primer reparto de horas de trabajo que abre la ruta de nuevospuestos genuinos de trabajo, reivindicación estratégica de nuestromovimiento de unidad de la clase obrera ocupada y desocupada.

Se ponen en pie nuevas listas antiburocráticas y clasistas en señaleroso en la UEPC de los docentes cordobeses reforzando el proceso de expulsiónde la burocracia que ya protagonizaron ceramistas de Neuquén, Unter deRío Negro con 10 mil docentes que estuvieron tres meses de paro o el Soipal frente de 7 mil obreros del pescado en Mar del Plata, se recuperan comisionesinternas.

Las asambleas populares defienden las ocupaciones de fábricas, ocupanellas mismas predios y luegares para la organización popular. Tambiénapoyados por ellas los inquilinos y ocupantes de casas y tierras han protagonizadoextraordinarios piquetes y movilizaciones por la tierra y la vivienda. Los cartoneroscortan las vías y los obreros ferroviarios con el mismo métodopiquetero derrotan los despidos de Interactiva, subsidiaria de Metropolitano.

Las organizaciones que aquí participamos hemos enfrentado los consejosde crisis y la concertación, fuente de clientelismo, de corrupcióny negociados capitalistas. El plan de Jefe/a de Hogar destinado a barrer conlas organizaciones piqueteras combativas ha fracasado en su intento, ampliamosla lucha por su extensión a jóvenes y adultos, por la duplicaciónde su monto. No hemos dado tregua, profundizamos nuestra lucha y como parte deella fuimos al acampe nacional convocado por el Bloque Piquetero Nacional, elMIJD y Barrios de Pie, donde dando continuidad al Plan de Lucha y apuntando directamentea que se vayan todos. Volvimos a soldar la alianza con los trabajadores ocupadosy desocupados y las asambleas populares el 7 y 8 de agosto, transformando lajornada antiimperialista contra O Neil en la lucha efectiva para acabar con Duhaldeya, ganando el control de la Plaza del Poder político para el pueblo apesar del operativo de miles de policías haciendolo al unísonoen 30 plazas del país.

La ausencia de la centroizquierda política y sindical en los combatespopulares acentuaron el derrumbe de la tramposa propuesta del fugaz “espaciociudadano”.

Repudiamos la trampa electoral que propone que se vaya Duhalde y que se quedentodos, y desconfiamos de quienes plantean que la crisis social se resuelve conun cambio de gobierno y la renovación de todos los mandatos para cambiarla composición legislativa.

La burocracia sindical de las centrales obreras ha sido sostén fundamentalde un gobierno fondomonetarista y antiobrero por ello la lucha piquetera se introduceen los sindicatos y en todas las clases explotadas y populares.
Como lo hemos resuelto en el reciento encuentro de empresas ocupadas y en luchamarcharemos por el control obrero unidos trabajadores ocupados y desocupados,impulsando el paro activo nacional y la huelga general activa con cortes de rutay ocupación de lugares de trabajo y edificios públicos para quese vayan todos instalando un gobierno de los trabajadores y el pueblo. Es unplanteo que se ve reforzado por los triunfos de la cooperativa Lavalánjunto a las organizaciones piqueteras de Avellaneda y de los obreros de Parmalatfrente a la patronal.

Este vasto proceso se expresa en levantamientos con los trabajadores y piqueterosa la cabeza; contra los poderes políticos provinciales entreguistas enSan Juan, Tucumán, Entre Ríos y en Córdoba contra Kamerat.Estas crisis políticas acentúan el acoso popular a Duhalde y atodo el régimen político completamente empantanado.

Sin acuerdo con el FMI que pretende la ejecución de la Pampa Humeda, dela Banca Pública, la definitiva confiscación de los ahorristas,una ola mayor de tarifazos a favor de las privatizadas y más despido ymás ajuste. Sin poder controlar la permanente emisión de monedastruchas agravando día a día la depresión productiva y ladesocupación pavorosa que no para de crecer. Cruzado por el estallidode la interna del PJ y por el afloramiento de la corrupción y las mafiasde la Bonaerense, la Federal y el resto de las policías provinciales unaparato represivo que intenta acabar con la rebelión popular es golpeadopor esa misma rebelión, tal es el caso de la pueblada del Jaguel, lasmovilizaciones del Bajo Flores y de Floresta, entre tantas otras. Esto nos obligaa generar en las organizaciones que luchan mecanismos de autodefensa y doblepoder de masas para impedir el avance represivo sobre el pueblo.
En este cuadro el mero reclamo de la caducidad de los mandatos refuerza la campañaelectoral de los recambios del sistema, de las viudas de la Alianza y el PJ brindandoante la emergencia una salida al propio régimen y al FMI. La asambleaNacional de Trabajadores Ocupados y desocupados apunta a otro 19 y 20 para completarla obra de diciembre. Para quebrar el régimen político y social,para abrir una salida de los trabajadores a la crisis, para quebrar y desmantelarlos aparatos represivos y liberar a Raúl Castells y nuestros presos yprocesados. Para el castigo de los responsables materiales, intelectuales y políticosde nuestros muertos y heridos. Para aumentar los salarios y planes de empleoy acabar con la flexibilidad laboral, para repartir las horas de trabajo y reducirla jornada laboral, para nacionalizar la banca y los resortes estratégicosde la economía bajo control de los trabajadores para poner a andar bajocontrol obrero a las 1200 empresas quebradas y a todas las que cierren y despidan,por un plan de obras públicas, de viviendas, salud, educación masivas.
Esta asamblea defiende la unidad internacional de la clase obrera y con los pueblosde todo el mundo que sufren la agresión imperialista. En vísperasde una nueva invasión a Irak la condenamos y nos solidarizamos con supueblo. En nuestra América Latina levantamos la solidaridad con los pueblosde Cuba, Venezuela y Colombia. Reafirmamos nuestro compromiso con la intifadapalestina y con la lucha de todos los oprimidos del mundo.

La nuestra es una lucha de poder. Proponemos que un Congreso de Asambleas populares,piqueteras, de sindicatos combativos, de fábricas en lucha, de organizacionesestudiantiles y populares, siente las bases de un nuevo poder políticopopular que abra la salida de los trabajadores a la crisis, antiimperialistay anticapitalista derrotando la trampa electoral de Duhalde y el FMI con otroArgentinazo.

Llamamos a la base de CTA y la CCC, las organizaciones piqueteras y sindicatoscuyas direcciones están en la tregua a que juntos impulsemos la huelgageneral activa en el camino del gobierno de los trabajadores y el pueblo.
